Actually, there is a cel-shaded Metal Gear: Metal Gear Ac!d 2 on PSP, and it's sincerely garbage (as much for the story as the art style or the gameplay).

Actually, this is not 720p. 720p is 1280*720, Dark Souls is rendered at 1024*720. It's even lower than a XGA signal, which is 1024*768.

"Vampire The Masquerade: Bloodline" is the closest game to what you're describing, minus the Victorian and pseudo-badass feelings. It's highly supported by its community, even today, and offers tons of mods.
